Beause they're largely rural? Strong social cohesion? I dunno. In Canada it's relatively easy for hunters and rural dwellers to get licenses for hunting rifles and the like but it's much harder to buy a hand gun or assault style weapon. We have low rates of gun violence but most gun murders are committed with guns smuggled in from the US.
